The billionaires who own the government like homelessness. Seeing the homeless people reminds the wage slaves what can happen to them if they step out of line.
On paper and in a vacuum sure. But the solution to homelessness is to buy people places to live. And as soon as the government started trying to buy up properties the owners would either jack up the prices, or could simply refuse to sell because renting them is better than a one time payout. And then once the government owns the properties, they have to pay to maintain them.
Not disagreeing that there are way better uses of our money domestically. But limiting rental properties and how much they can be rented for, needing a credit score to rent, needing large bulk starting payments like first/last/deposit, etc. would go a lot further. That would allow the people who are homeless because they can't afford or can't get into a space to handle themselves. It would make the rental game much less lucrative so casual landlords who are using it as retirement income would sell and get out of the game. Then the government would just have to deal with the homeless people who are incapable of helping themselves or need more extensive assistance.
We 100% should not be giving Israel

We 100% should not be giving Israel money. What else we could be doing with that money is irrelevant and opens up arguments like this.
